it happens due to a bug in a crystal reports filecalled Crystl32.dep , it creates a circular dependencyyou need to comment some lines in a section:So that it reads:
;[CRPE32.DLL]
;Dest=$(WinSysPath)
;Uses1=Crpe32.dll
;Uses1=;Uses2=
