Por que você não migra para o InnoSetup? Eu trabalho com aplicativos no vista e no win7 nunca tive problema.

Pois é cara... já usei o Inno até desistir... tem um arquivo .tlb que dá erro ao instalar com ele...

Mas valeu pela dica, vou copiar o script e vê se ajuda em algo no futuro

Quanto ao problema, consegui resolver, é que o arquivo de instalação tava oculto, e o 7 não tava achando, apenas isso...
